The sum of fifty thousand dollars ($50,000), or so much thereof as may be necessary, is hereby appropriated from any available funds in the Treasury of Puerto Rico, for the enforcement of §§ 409—414 of this title; and, said sections being of a transitory character, the Secretary of the Treasury may appoint such personnel as may be necessary without being subject to the personnel regulations, and shall prescribe the proper regulations for the enforcement of said sections.
