The Secretary of Agriculture is hereby authorized to employ personnel from his department, without prejudice to other duties, and he is hereby authorized to dispose, for the enforcement of §§ 431—434 of this title, of any sums, or the part thereof that may be necessary which may be available in his department and not otherwise allocated.
