(a) The importation or distribution in Puerto Rico of falsely labeled commercial fertilizers or amendments to the soil is hereby forbidden.(b) A commercial fertilizer or amendment to the soil shall be considered falsely labeled:(1) If the label does not bear all the information required by § 522 of this title.(2) If the information on the label contains false or unjustified claims concerning properties, constituents, or concentration of constituents in the commercial fertilizer or amendment to the soil.
