In the event that a commercial feed does not conform to the guarantee, or shows a deficiency in the guaranteed analysis stated in its registration, or in its labeling, it shall constitute a gross violation of §§ 554—565 of this title and the manufacturer of said commercial feed shall be subject to respond pursuant to the criminal and administrative penalties to be established through regulations.
