Any person, including shipping and airlines and other public carriers and military transports of any kind which may receive in Puerto Rico plants, plant products, vegetative material for propagation or other things capable of harboring or carrying plant pests and which are subject to inspection under the provisions of §§ 613—613n of this title or of the regulations or quarantines established hereunder shall forthwith notify the Secretary or an inspector, and isolate and keep said plant, plant product, or vegetative material or thing without being used or opened until submitted to inspection by an inspector and the latter makes the proper decision.
