Any regulation or order made or issued under §§ 661—694 of this title, or any order of the Secretary of Health issued in accordance with the provisions of §§ 661—694 of this title, may be proved by the production of a printed or other copy of such order or regulation, certified to by the Secretary of Health and any such order or regulation shall, until the contrary is proven, be deemed to have been duly made and issued at the time at which it bears date.
