Every person who moves or causes or allows to be moved any animal, hide, skin, hair, wool, horns, hoofs, offal, carcass, meat, dung, hay, straw, litter or other thing in violation of the provisions of §§ 661—694 of this title with respect to infected places shall be deemed guilty of a misdemeanor and shall, upon conviction thereof, be liable to a fine of not exceeding two hundred dollars ($200).
