Every person who fails to comply with the requirements of any order made under the provisions of §§ 661—694 of this title respecting the cleaning and disinfecting of steamships, vessels, boats, pens, carriages, trucks, horse boxes or other vehicles used by such person for the transportation of animals shall be deemed guilty of a misdemeanor, and, upon conviction thereof, shall [be] liable to a fine not exceeding two hundred dollars ($200).
