The Secretary of Agriculture shall, upon officially declaring the existence of such epizoism, take all such measures as he may deem necessary. He shall forthwith notify the United States Department of Agriculture and shall invite the Disease Control and Eradication Division to cooperate with him toward the extinction of the said epizoism.
