The Secretary of Agriculture shall have power to make such regulations and adopt such measures as may be necessary for the proper enforcement of §§ 726—729 of this title and for carrying out as strictly as possible the purposes hereof. Every regulation prescribed under the provisions hereof shall have the same force and effect as if it were a part of §§ 726—729 of this title, and shall be published in at least two (2) newspapers of general circulation on the Island.
