The introduction into the Commonwealth of Puerto Rico of domestic or wild animals showing symptoms of, or suffering from, or which have been exposed to, any infectious, contagious or transmissible disease, or which are infected with or have been exposed to internal or external parasites such as ticks, borers or others, is hereby forbidden. Likewise, the Secretary of Agriculture is hereby empowered to prohibit or condition, by regulation to such effect, the transportation or movement in the Commonwealth of Puerto Rico of domestic or wild animals which show symptoms of, are suffering from, or have been exposed to, any infectious, contagious or transmissible diseases, or that have been infected by or been exposed to internal or external parasites such as ticks, borers or others. The regulations issued to this effect by the Secretary of Agriculture shall consider the provisions contained in §§ 735 and 735a of this title which are part of §§ 730—739 of this title.
