Every veterinarian authorized to practice in Puerto Rico is bound to inform the Secretary of Agriculture, in writing or by telephone, as soon as he has knowledge thereof, about the presence in Puerto Rico of the infectious, contagious, or transmissible animal diseases the said Secretary may by regulation specify.
