The Secretary of Agriculture of the Commonwealth of Puerto Rico is hereby empowered to promulgate the necessary rules and regulations for the effectuation of the purposes of §§ 730—739 of this title, including rules and regulations on tests for the diagnosis of diseases, inoculation with vaccine and other biological preparations, enforcement of quarantines and other sanitary police requirements to which every animal must be submitted before leaving the port of origin; the requirements to be specified in the official certificates accompanying every animal which is to be brought to the Commonwealth of Puerto Rico; and such other requirements with respect to diagnosis, vaccination, quarantine, and veterinary sanitary police measures to which every animal permitted to enter the Commonwealth of Puerto Rico shall be submitted upon arrival therein. All expenses incurred by the Department of Agriculture for materials and other necessities related with diagnosis, vaccination and quarantine called for by diseases suffered by the animals to be introduced into the Commonwealth of Puerto Rico, shall be for the account of the owner of the animals.
