It is hereby strictly prohibited to move, transfer, convey, or lead, on, through, or along the highways or municipal or vicinal roads, whether walking, by bus, truck, animal-driven cart, railway or any other vehicles, any animal or animals suffering from the infectious or contagious diseases, as determined through regulation by the Secretary of Agriculture.
