The Department of Agriculture shall furnish all owners of tanks applying for it the prescription for the components of the tickicide solution, to be applied in the tanks, with detailed explanations for the use thereof, and the inspectors and subinspectors and agricultural agents, as well as any other employees of said department under instructions so to do, shall propagate the advisability of the immersion baths and shall teach the manner of giving such baths.
