It shall be the obligation of each and every municipality to construct at least one tank for the bathing of cattle of such owners as shall own less than one hundred (100) head; Provided, That the Secretary of Agriculture is hereby empowered to assist, in the construction of said tanks, such municipalities of the third class as shall lack resources for the construction thereof. For this purpose the sum of ten thousand dollars ($10,000) is hereby appropriated from any surplus in the Treasury not otherwise appropriated.
