The tanks shall be constructed at convenient places affording facilities for the access of cattle thereto in relation with the places where such cattle pasture. Municipalities are hereby authorized to charge a rate not exceeding three cents (3¢) per bath for each head of cattle, to provide for the maintenance and care of the said tanks.
