To assure the success of said campaign the Secretary of Agriculture of Puerto Rico is hereby empowered to enter into contracts with hog owners in Puerto Rico in connection with the payment of indemnizations for hogs which may be suffering from, or which may have been or are exposed to hog cholera after same have been killed.
