The sum of $20,000 is hereby appropriated from unencumbered funds in the Commonwealth Treasury to the Secretary of Agriculture of Puerto Rico, which sum shall be covered by the Secretary of the Treasury of Puerto Rico into a trust fund known as the 'Indemnization Fund for the Eradication of Hog Cholera', and which shall be used to make the indemnization payments provided in § 838a of this title and the expenses incurred in transportation, isolation and maintenance of the hogs to be killed and the disposal thereof.
