Any person who may hinder or obstruct the contracting parties from performing their respective actions under the contracts to which § 838a of this title refers or who violates the provisions of the rules and regulations promulgated by the Secretary of Agriculture of Puerto Rico thereunder or who makes a false statement to obtain an indemnization which does not correspond in whole or in part to him, shall incur a misdemeanor and upon conviction thereof shall be punished by a fine of not less than fifty dollars ($50) nor more than two hundred dollars ($200) or imprisonment in jail for a term of not more than thirty (30) days, or both penalties, in the discretion of the court.
