The Secretary of Agriculture is empowered to prescribe the rules and regulations necessary for the eradication of bovine tuberculosis and contagious abortion in the cattle of Puerto Rico, which rules and regulations shall have the force of law after their publication in two newspapers of general circulation in Puerto Rico.
