Any natural or juridical person, who wishes to buy Brucella abortus antigen and/or brucellosis (Bang’s disease or contagious abortion) vaccine in Puerto Rico, shall file his application with the Secretary of Health of Puerto Rico, and the said Secretary shall issue a permit if in his judgment it is justified.
