All employees of the Department of Health or of the Department of Agriculture shall, if authorized by their respective Secretaries, have free access to the factories, pharmacies, warehouses, or depots in which Brucella abortus antigen and/or brucellosis (Bang’s disease or contagious abortion) vaccine is or are stored, and said employees shall also have access to the books, vouchers, and orders showing the receipts and deliveries of said products.
