It shall be the duty of the Secretary to hold administrative hearings giving the affected person the opportunity to be heard, before denying, suspending or cancelling any license to engage in the introduction and/or marketing of fowl or hatching eggs, and to officially notify the affected person of his respective determination in any sense.The validity of such determination of the Secretary may be contested by any aggrieved party. Such action may be taken by filing a petition for review before the Court of First Instance of Puerto Rico within the fifteen (15) days following the official notification of the determination, it being understood as such the date on which the same was sent by registered mail to the aggrieved party or to his counsel. Such review shall be limited to issues of law, and the findings of fact of the Secretary, supported by substantial evidence in the record, shall be conclusive.
