The Secretary of Agriculture of Puerto Rico shall be in charge of executing and enforcing the provisions of §§ 831—836 of this title, and to this end he is hereby authorized and empowered to promulgate such rules and regulations as may be necessary for carrying out the intent and evident purpose of §§ 831—836 of this title.
