The sum of one million one hundred forty thousand dollars ($1,140,000) is hereby appropriated from unencumbered funds in the Commonwealth Treasury to the Secretary of Agriculture to be covered into the Farm Products Marketing Fund to begin its operations. Out of this sum, five hundred ninety thousand dollars ($590,000) shall be effective upon the approval of this act and five hundred fifty thousand dollars ($550,000) shall be effective July 1, 1967.
