A program is hereby set up under the direction and supervision of the Secretary of Agriculture of Puerto Rico, for the purchase of milch heifers and cows to be sold to low income peasants and farm hands who are family heads and reside in the rural districts, under such installment plan and conditions as are fixed by regulation.
