The Secretary of Agriculture is hereby empowered to set up this program through the established organization and pursuant to the provisions of Act Jan. 24, 1951, No. 1, and the provisions of §§ 56 and 57 of this title, shall also be applicable as to inclusion of the program in any transfer that may be made.
