The Secretary of Agriculture is hereby vested with such additional authority, rights and powers as may be necessary for the carrying out of the purposes of §§ 58—64 of this title, including, but not by way of limitation, the following:(1) To accept as a donation, from any natural or artificial person, or from any private or public institution of Puerto Rico or of any other country, money, animals, equipment, supplies and service, to be used or invested in accordance with the purposes of §§ 58—64 of this title. Money so received shall be covered into the revolving fund hereby created.(2) Enter into such contracts, covenants and agreements as the Secretary of Agriculture may deem necessary and convenient for the effectuation of the purposes hereof, with any natural or artificial person, or private or public institution of Puerto Rico or of any other country.
