The Secretary of Agriculture is hereby authorized to make with the authorities of the United States Department of Agriculture or with any other governmental or private institutions, should he believe it expedient to the best interest of cattle raising in Puerto Rico, such pertinent arrangements as may result in a benefit to any or all of the aspects of the systematic campaign for the improvement of cattle.
