Every natural or artificial person who imports, exports, or deals in semen, whether or not a seller of semen in Puerto Rico, shall obtain a license from the Department of Agriculture of Puerto Rico; Provided, That such license shall not be necessary for the use of semen by any natural or artificial person on his own domestic animals.
