Every natural or juridical person who imports, exports, or deals in semen, whether or not a seller of semen in Puerto Rico, shall send samples of the semen to be used in artificial fertilization to the Department of Agriculture, to be examined by the veterinaries, fertilization technicians, or any other agents designated by the Secretary of Agriculture of Puerto Rico.
