The Secretary of Agriculture is hereby authorized, upon the approval of the Governor or of the officer in whom he may delegate, to make transfers, among the different items appropriated by §§ 854—854e of this title, when the use of the sum to be transferred may be unnecessary and unjustified in accordance with the principles of a sound administration or impossible for just cause, for the purposes for which appropriated.
