The period for the movement of cattle as defined in § 862 of this title shall comprise the lapse of time within a natural day in which all steps listed in said section are to be taken. For such a purpose the Secretary of Agriculture shall establish through regulations the hourly schedule within which the period for the movement of cattle is comprised, as well as the exempting mechanisms for authorizing the transportation of cattle on special hourly schedules, taking into consideration all factors and circumstances inherent to the nature of each type of cattle, to the experience of the agency and to the realities, practices and uses and customs inherent to that agricultural sector.
