The Inspector of Cooperatives is hereby authorized to audit and investigate the accounts, books, resolutions, transactions, properties, contracts, funds, investments and any other matters and activities connected with the financial situation and the operation of cooperatives. In order to carry out said measures, the Inspector of Cooperatives is hereby authorized to contract, with the approval of the Office of Management and the Budget, such professional and advisory services that are necessary, and to recruit the proper and necessary personnel, pursuant to Act No. 5 of October 14, 1975.The Inspector of Cooperatives is also authorized, with the prior approval of the Office of Management and the Budget, to incur any expense needed to comply with the purposes of §§ 910—914 of this title, such as equipment, supplies and the space needed for the personnel contracted for or appointed, among others. Provided, That the Inspector of Cooperatives shall take all the necessary measures authorized by the existing legislation to correct any deficiencies found in the cooperatives as a result of the investigations.
