The Inspector of Cooperatives is hereby empowered to collect from every cooperative whose volume of business exceeds one hundred thousand dollars ($100,000) a year, the total cost he may have incurred in connection with the audits or examinations he may perform regarding said cooperatives, and to cover the sums so collected into the Cooperatives Auditing Fund, the creation of which is authorized by §§ 910—914 of this title.The Inspector of Cooperatives is hereby empowered to prepare the payment plans which in no case shall exceed the twelve months following the date of commencement of said plan, and to totally or partially condone the debt for the cost of the audits to those cooperatives whose financial situation is marginal or are operating at a loss, and thus justify it.
