The formation and establishment of 4-H Clubs shall form part of the program of activities of the Agricultural Extension Service of the College of Agriculture and Mechanic Arts of the University of Puerto Rico, in cooperation with the Department of Agriculture of the United States of America. These 4-H Clubs shall be composed exclusively of young persons of both sexes between the ages of ten (10) and twenty (20) years, residents of the rural districts of Puerto Rico; and said 4-H Clubs shall give its members an objective education for rural families, by practical demonstrations of agricultural and domestic matters.
