The sum of ten thousand dollars ($10,000) is appropriated out of any funds in the Treasury of Puerto Rico not otherwise appropriated, which sum shall be covered into a fund to be known as Fund for the Promotion of 4-H Clubs in Puerto Rico; Provided, That the term 4-H Clubs in Puerto Rico shall include those clubs formed by and under the direction of the Agricultural Extension Service of the College of Agriculture and Mechanic Arts of the University of Puerto Rico.
