The Fund for the Promotion of 4-H Clubs in Puerto Rico shall be under the control and administration of the Commission for the Promotion of 4-H Clubs in Puerto Rico, which shall consist of the Secretary of Agriculture of Puerto Rico, who shall be its chairman, the Director of the Agricultural Extension Service, and a bona fide farmer appointed by the Governor of Puerto Rico with the consent of the Senate of Puerto Rico.
