The Secretary of Agriculture is hereby authorized to set up such rules as he may deem necessary for governing said farmers’ institutes and farmers’ tours to the United States and other countries; and he is likewise empowered to select the farmers who are to participate in the institutes and in the tours to the United States and other countries.\nHistory —June 18, 1956, No. 60, p. 180, § 2.
