The Secretary of Agriculture may pay all or part of the expenses incurred by all or several of the farmers participating in the institutes and in the tours to the United States and other countries; and he is hereby empowered to determine what portion of the travel expenses should, in his discretion, be paid to each farmer.\nHistory —June 18, 1956, No. 60, p. 180, § 3.
