(a) Except as provided in subsection (e) of § 1099 of this title, the Advisory Board and the Administrative Board of the Milk Industry Development Fund shall have power to approve their own bylaws and establish the necessary internal procedure for their proper functioning.\n(b) The Secretary shall appoint the chairman of the Advisory Board mentioned in the previous subdivision from among the members designated to form part thereof.\nHistory —June 11, 1957, No. 34, p. 67, § 9; June 28, 1961, No. 131, p. 380, § 1.
