Sections 1092—1118 of this title shall be liberally construed in favor of the authority of the Administrator to regulate the milk industry and its byproducts to the end of effectuating and enforcing the public policy and the purposes of such sections.\nTo this effect, the Administrator may work out and adopt the necessary plans and measures to meet the changing variations and conditions of the industry, all for the purpose of protecting the general interest and the public policy.\nHistory —June 11, 1957, No. 34, p. 67, § 26.
