The Secretary of Agriculture is hereby empowered to impose administrative fines of not less than twenty-five dollars ($25) nor more than one hundred dollars ($100) on any person who violates any of the provisions of this chapter or of the regulations adopted hereunder, or any official or inspector who, knowingly, fails to comply with any of the provisions of this chapter or its regulations.Any person adversely affected by a decision of the Secretary of Agriculture issued pursuant to the authority conferred herein may request a revision before any Court of First Instance Part of the General Court of Justice within ten (10) days following the date of his notice. Any case or controversy arising under this section shall be ruled by the procedures and provisions of § 1304 of this title.
