The Secretary of Agriculture or his authorized representative are hereby authorized to:(a) Detain or inspect any person or means of transportation or shipment that arrives in Puerto Rico from any outside source, as long as he is identified as such and without the need of a search warrant, whenever, in the judgment of the Secretary of Agriculture or his authorized representative, there is probable cause to believe that said persons or means of transportation or shipment, transports, carries or bears any agricultural product in a manner contrary to any regulations prescribed by virtue of §§ 121—127 of this title.(b) Require the presentation for inspection of routing slips, manifests, invoices, bill of lading, delivery steps or any other documents related to the farm products that arrive in Puerto Rico from any outside source with the purpose of verifying compliance with §§ 121—127 of this title or any regulations promulgated hereunder. It shall be mandatory for the person in charge of such documents to make them accessible to the inspectors for the purpose indicated above.
