It shall be the duty of the Secretary of Agriculture:(a) To publish all regulations and standards in two (2) or more newspapers of general circulation, at least thirty (30) days prior to the effectiveness thereof.(b) To notify the interested person, by letter or otherwise, and after an opportunity to be heard, his refusal to grant him a license to engage in the marketing of farm products, or the suspension or cancellation of the license previously granted to him.
