The Secretary of Agriculture is hereby authorized to annually use, to defray the operating expenses of the programs created by virtue of this chapter, up to seven percent (7%) of the total amount of the resources that the Incentives Fund may have as of July 1 of each fiscal year.\nHistory —June 21, 1971, No. 53, p. 164, § 14, eff.
