The Department of Agriculture is hereby authorized to adopt regulations to put into effect the provisions of this chapter. The regulations thus promulgated shall establish a collection scheme for the filing of applications for certification and fees for the issuing of said certification.The Secretary, at his/her discretion, may fix a charge of 1% of the sale of every organic product to thus defray the cost of the creation and operation of the program implemented hereby.
