The Department of Agriculture may register a person as a certifier of organic products who shall submit an application to the Secretary along with a fee to be established through regulations. To be accredited as an organic certifier, the person shall show that he/she has sufficient expertise in organic agriculture or organic products processing techniques, as determined by the Secretary through regulations, and shall also meet the requirements established below.
