The Government of Puerto Rico recognizes agriculture as an activity of vital and commanding importance for the economic welfare of the country, and declares as its public policy, the separation and retention of the lands within the Coloso Valley as an agricultural reserve. The Legislature of Puerto Rico recognizes that the lands that make up the Coloso Valley, which possess physical, topographical, and geological characteristics that are ideal for agriculture and ecotourism, must be destined for the exclusive use of agricultural production and the development of ecotourism. Therefore, it declares this zone as an agricultural reserve of the country, thus ensuring the bolstering of the northwestern zone of the Island.\nHistory —Aug. 4, 2000, No. 142, § 1.
